Your ‘day to day’ As a Manager Outsourcing (MO), you will be accountable for successful execution of outsourcing and business operations processes within the Medical Sciences (MS) department by leading the negotiations and project contracting with Contract Research Organizations (CRO) and/or other vendors within MS. You will be responsible for the timely preparation, negotiation, and administration of clinical trial vendor contracts and accruals to ensure cost effective and accurate contracting services between the Company and its vendors, closely working with MS, Procurement, Legal, Finance and Portfolio Program Delivery & Governance departments as well as additional internal/external parties on identifying contract needs, budgets, and scope. You will also lead the preparation and execution of contracts, Change Orders (CO), Purchase Orders (PO) and will be accountable for efficient invoice processing, as well as supporting MS processes by finding opportunities for increasing efficiency and simplifying processes. More specifically, you'll • Closely collaborate with MS and Procurement to prepare and send Requests for Information (RFI), Requests for Quote (RFQ) and Requests for Proposal (RFP) to CRO and/or other vendors. Actively participate to Bid Defence Meetings (BMD), analyse proposals, negotiate, and finalize scopes of work, responsibility matrix, budgets, and payment schedules with vendors in collaboration with internal customers. Ensure that scope of work and budgets are matching and are correctly defined in the contracts and that all outsourcing activities are conducted in line with PMI policies and processes. • Closely collaborate with Legal Counsel and contribute to the negotiations of the Master Service Agreements (MSA) and study/project contracts. Ensure that the necessary input to the contracts from MS is provided to the Legal Counsel. Liaise and partner with Legal department to ensure vendor contract terms and conditions are adequate for all business needs and requirements for services. • Lead and coordinate with Study Manager (SM) and Study Teams (ST) the analysis and review of CRO’s / other vendor's budget grids, responsibility matrix, laboratory scope of works and site budgets. Provide feedback to procurement and support negotiations with the CROs and/or other vendors. During study execution is responsible for preparation and execution of COs based on the approved Out of Scope provided by SMs. • Be accountable for management of contract execution, contracts lifecycle, PO initiation, review, approval, revision (increases, decreases), preparation of memos for higher management for study budget changes and close-out processes (COUPA). Be accountable for creation of vendors in the PMI database, timely invoice processing, monthly status update (SNOW) and year-end accruals. Ensure close collaboration with Financial and Strategy and Portfolio Governance departments. • Stay up to date with the CROs market, search for new technologies and services, assess new potential providers and solutions (technologies, analytical methodologies, new biomarkers) and recommend innovative solutions/approaches to Global Head of Study Operations / Manager Clinical Science / Head Biostatistics and Data Management / Chief Medical Officer / Procurement. • Partner with study teams to find opportunities for increasing efficiency, simplifying processes and evaluate available outsourcing and resourcing options to support decision-making relative to clinical trial execution at a global and local level. • Lead junior staff responsible for the order to pay processes, to ensure study budgets, and project agreements are consistently stored and retrievable. Who we’re looking for • MD, PharmD, PhD, or equivalent experience in the life sciences or law domain. • Minimum 5 years’ experience in management of contracts for clinical studies or management of clinical studies in a pharmaceutical / biotech company or a CRO. Previous experience in carrying out studies in the USA and/or Japan is an advantage. • Demonstrated knowledge of ICH GCP and methodology of execution of clinical studies. • Sound project management skills including use of tools such as MS Project. • Good MS Office skills. • Excellent spoken and written English.
